This will lead Lebanon to internal strife and it will also be impossible to implement the resolution." 6. Wide shot news conference STORYLINE: The Lebanese parliamentary speaker Nabih Berri said on Sunday that the US-French draft UN cease-fire resolution was not in Lebanon's interests and would be rejected by all Lebanese people, unless it included the government's plan for ending the fighting. "Lebanon, all of Lebanon, rejects any talks and, or, any draft resolution that does not include the seven-point government framework," said Berri at a news conference in Beirut. Lebanon drew up the seven-point framework in an emergency cabinet meeting last week. The plan calls for an immediate cease-fire and the immediate withdrawal of Israeli troops. Lebanese Prime Minister Fuad Saniora first offered the plan, later adopted by his cabinet, during the Rome crisis summit on July 26. The seven-point proposal also calls for the mutual release of prisoners held by Israel and Hezbollah. The plan's ultimate goal is for the Lebanese government to take control of southern Lebanon with the help of an international force. The US-French proposal, which was expected to go to the floor of the UN Security Council early this week, calls for Hezbollah to stop all military operations and for Israel to stop its offensive against Lebanon. But the proposal would allow Israel to strike back if Hezbollah were to break a cease-fire and does not stipulate the immediate withdrawal of Israeli troops. "What was agreed upon was not in the interests of Lebanon. It's against Lebanon, and against the peace," said Berry. Lebanon is facing a political crisis and a deadline to elect a president. The country's law-makers have to vote before the present incumbent's term ends on 23 November, but so far the main political parties have been unable to decide on a consensus candidate who would get the necessary two thirds majority in the Parliament.

(13 May 2018) LEADIN: A senior Lebanese politician and close ally of Syria and Iran says this week's retaliation to repeated Israeli airstrikes in Syria was a "very strong warning" to Israel. STORYLINE Speaking to the Associated Press in an interview Friday, Lebanese Parliament Speaker Nabih Berri says Israel cannot bear the consequences of a wide-scale regional war. "The retaliation was a warning from the Syrians but it was a very strong warning with rockets that the Israelis were unable to stop," he says. "Next time it will be in Palestinian territories, in territories occupied by Israel inside Israel." This time the retaliation was in the Israeli-occupied Golan Heights. Israel attacked dozens of Iranian targets in neighbouring Syria in the last week in response to what it says was an Iranian rocket barrage. It was the most serious military confrontation between the two bitter enemies to date. Berri, a powerful longtime politician allied with Hezbollah, says the Syrian response has achieved a "balance of terror" with Israel. Following parliamentary elections a week ago, Berri also maintains that the formation of a new cabinet in Lebanon should represent all factions and should take place quickly because of growing regional tensions and the fragile country's struggling economy. Lebanon held its first parliamentary elections in nine years last Sunday. In the vote, Berri's Shiite Muslim Amal group, along with its allies including the powerful Hezbollah, won more than a third of the seats, giving them the power to veto any legislation against them in the future. Berri, 80, has held his post for more than 25 years and is widely expected to be re-elected when the new parliament reconvenes later this month. Lebanon has been suffering for years from spill over of Syria's seven-year civil war and the flow of more than a million refugees, or nearly a quarter of the tiny country's population, putting pressure on an already crumbling infrastructure. "This situation pushes the Lebanese to hurry as much as possible to form a cabinet, a government that represents everyone," Berri says. He adds that the formation of a cabinet should be quicker than in previous years. "In the past it used to take us seven to eight months to form cabinet and this is dangerous," says Berri. "There is another war that we are fighting without noticing, and this is the economic war in Lebanon. And this has been ongoing for a while," he adds. Lebanon has a national debt of 80 billion US dollars making it one of the highest in the world, standing at 150 percent of the country's gross domestic product. Ninety of the 128 legislators voted for Berri in a secret ballot. Another 37 lawmakers cast blank votes in what was seen as a protest against Berri. One vote went to Bassem Sabei, an anti-Syrian lawmaker. After the balloting, the eldest legislator, Edmond Naim, 87, announced the result, saying: " I declare (outgoing) president Nabih Berri president of the parliament." He also promised to allow legislators to vote on a motion that would grant amnesty to the Christian warlord Samir Geagea, who is serving three life sentences for killing his opponents. The motion was a key demand of the anti-Syrian opposition. The parliament elected Farid Makari as deputy speaker. Makari was close to former Prime Minister Rafik Hariri, whose assassination in February led to a sea-change in Lebanese politics, strengthening the push for Syrian military withdrawal and the anti-Syrian vote in the elections. Berri said the message from Bertinotti was that Italy cared about Lebanon and its internal unity, and was focussed on ending the political crisis there. Speaking at a joint briefing with Bertinotti, Berri went on to praise the role of Italian troops who are working as peacekeepers in southern Lebanon. On Sunday he is due to visit Italian peacekeepers in south Lebanon, before flying to Israel. Italy is leading the 13-thousand United Nations peacekeepers stationed in southern Lebanon, in accordance with UN Security Council resolution 1701, which brought to an end a two-month war between Israel and Hezbollah last summer. Resolution 1701 raised the number of peacekeepers in south Lebanon from two thousand to thirteen thousand in order to monitor the cease fire and support the Lebanese army to deploy along the borders with Israel. Nahib Berri, President of the Lebanese Parliamentary Assembly, says peace in the Middle East is essential if the European Union and Mediterranean countries want to be successful with economic cooperation. Berri also calls for an end to the occupation of the Palestinian Territories by Isreal. In a surprise move, Berri and Islamic militant group Hezbollah agreed to share a list of the names of candidates. In the Christian village of Marjayoun, Christians and Hezbollah voters cast their ballots side by side for the first time in 30 years. Back in the capital of Beirut, the Interior Minister assured residents that the elections went smoothly. The second and final round of elections is underway in Lebanon with 65 parliamentary seats being contested in Beirut, in the Bekaa Valley and in Southern Lebanon. This follows an earlier round of elections in the North and Mount Lebanon provinces in which 63 parliamentary seats were filled. In a surprise move, the Amal movement, led by Speaker of the House Nabih Berri, agreed to share a list of the names of candidates with Hezbollah. The Islamic militant group is riding a wave of popularity for its successful fight against the Israeli troops, and the two groups plan to split the 22 seats allocated to Shiites in the region. Nabih Berri has been re-elected speaker of Lebanon's parliament, a post he has held for the last 30 years. But this time was different, Berri failed to get the endorsement of a majority and won with the slimmest of margins. Some see him as a symbol of a failed system, riddled with corruption and a group of new legislators marched to parliament on Tuesday, calling for change. (22 May 2018) LEADIN: Veteran politician Nabih Berri is almost guaranteed to be relected as speaker in Lebanon's parliament tomorrow. He has a long history of involvement in the country's politics. STORYLINE: A Shiite warlord turned politician. One of the most powerful and enduring in Lebanon. Nabih Berri, now 80 years old, has held his post as speaker of the Lebanese parliament for a quarter of a century. He is set to be re-elected to the same post for the sixth time. A new assembly will convene tomorrow (Wednesday) following the national elections held earlier last month, and Berri will enjoy no competition: virtually no one has run against him in the past decades. He was elected as leader of the Amal movement in 1980, forging a strong alliance with then Syrian President Hafez Assad that later continued with Assad's son and successor, Bashar. In the bloody years of the Lebanese civil war and during Israel's 1982 invasion of Lebanon, his Amal fighters fought against advancing troops that reached the capital, Beirut. Its members later were a main player in setting up resistance against Israeli occupation forces that ended up with the Jewish state's withdrawal from Lebanon in 2000. Berri's rise is unusual because he does not come from an established Lebanese political dynasty. He was born in the African nation of Sierra Leone to a Lebanese trading family with origins in the south Lebanon town of Tibnin. Instead, he worked his own way up and is always proud to say that he ended four centuries of feudalism in southern Lebanon. "I insisted on leaving everything, although we were well off, and coming back to Lebanon," he says. "Southern Lebanon at the time was deprived and political feudalism as in full control of southern Lebanon so I took the decision to resist this feudalism." Berri studied law at the Lebanese University and after working as a lawyer, he met and became close to the spiritual leader of the Shiite community, the charismatic Iranian-born cleric Imam Moussa Sadr. Berri first came to national prominence in 1976 when he became an active member of the politburo of Amal, the military wing of a Shiite movement founded by Sadr, who for the first time mobilised Lebanon's long-marginalised Lebanese Shiites. For now, he has no plans to retire. "There is no retirement in politics. As long as you serve your people and you can work, you will work." Berri has three sons and six daughters from two marriages as well as 26 grandchildren. Unlike other politicians who have passed on the job to their children, he says he is opposed to handing down power. "We are an organised movement or party. Whoever succeeds me becomes the movement," Berri said referring to his Amal movement that he has led for almost four decades. Berri's record-breaking tenure as parliament speaker is partly rooted in Lebanon's sectarian-based political system which states that the parliament speaker must be a Shiite Muslim. It is difficult to find a consensual Shiite figure able to compete with Berri, whose local alliances, particularly with the powerful Hezbollah militia, ensures they invariably scoop up all 27 seats allotted for Shiites in the Lebanese parliament. According to the same decades-old pact, the Lebanese president must be a Maronite Christian and the Prime Minister a Muslim Sunni. Annan, on the first leg of an eleven-day Middle East tour to strengthen the ceasefire in Lebanon, met separately with Fuad Saniora, the Lebanese Prime Minister and Parliament Speaker Nabih Berri who serves as Hezbollah's de facto negotiator. "We have a chance now to have a long-term ceasefire and a long-term peace (in Lebanon), and we all need to work together and this is the purpose of my visit here," Annan said. After meeting Berri, Annan said the two discussed the war between Israel and Hezbollah, its aftermath and the implementation of the UN Security Council resolution that ended the fighting. Annan cautioned that the road ahead would be long, and pledged the international community's support. Berri said he talked with Annan about Israel's continued sea and air blockade of Lebanon, saying they violated the resolution. Berri also said the two discussed the necessity of improving Lebanese-Syrian relations, which he said would help stabilise Lebanon.
